Similar to the early days of horizontal drilling (or AI – ChatGPT anyone?), lithium development technology is advancing at a far greater rate than the laws that govern it. As Texas lawmakers race to comprehend the complexities and gray areas between surface and mineral estates, our owner Celia C Flowers, along with Melanie Reyes-Rawls, both having backgrounds in the oil and gas industry (and both Board Certified by the Texas Board of Legal Specialization in Oil & Gas Law) recently published an informative paper on the topic. The paper is being published in Landman Magazine and also in the Law Journal of the Texas State Bar – Oil, Gas & Energy Section to help guide lawmakers.
