Human Decisions, Machine Research
How RecordsOnline aligns AI-assisted title research with TDI’s guidance on artificial intelligence
ChainOfTitleAI · RunsheetAI · CommitmentAI
The new rule. On June 12, 2026, the Texas Department of Insurance issued Commissioner’s Bulletin B-0003-26. It does not ban AI — it draws a line: AI may inform a decision, but a person must own it. Where AI supports a consequential decision, TDI expects a person to review and agree with it before any action is taken, and those expectations extend to any third party serving a regulated entity. For title agents and underwriters, that makes the architecture of the tools they rely on part of their own compliance story.
The RecordsOnline architecture
- AI researches, humans decide. ChainOfTitleAI, RunsheetAI, and CommitmentAI accelerate the research — assembling the chain, compiling the runsheet, organizing commitment inputs — but the determinations that carry legal weight stay with the professional examiner. AI prepares; the human decides and approves.
- Data stays in-house. Client records, document content, and work product are never transmitted to external, general-purpose AI engines such as Claude, ChatGPT, or Gemini. Production data does not leave the RecordsOnline environment, which removes an entire category of third-party data exposure.
Why it matters to you
- A defensible posture. A human-owned decision point, isolated data handling, and a describable, auditable workflow are exactly what an examiner looks for when asking how AI is used in your shop.
- A bounded, auditable workflow. A defined human-review step is far easier to describe and evidence on request than an end-to-end automated pipeline.
- Privacy by design. Keeping sensitive consumer and property data inside a controlled environment directly addresses the data and privacy protections the bulletin names.
Three questions to ask any AI title vendor
- Who makes the consequential decision? A person — or the software?
- Where does the data go? Does it leave your control the moment an AI feature runs?
- Can the workflow be described and evidenced on request? If TDI asks, is there an answer ready?
Informational only; not legal advice. Confirm application of the bulletin and cited statutes to your operations with qualified counsel.
